Pet bonding deeds are in some of the town invasions as random drops on the tougher mobs. The current invasion in Serpent's Hold does not drop them, but the invasions change about every 30-45 days depending on how many people are doing them. This one has been fairly popular so it will be up for at least 2 more weeks.
The only other mob that has a very random chance of dropping the deeds is Jedediah the crafter who can be found in Tokuno.
